Spanish Rice

1/4 cup butter, cubed
2 cups uncooked rice
1 (14.5 ounce) can diced tomatoes, undrained
1 cup boiling water
2 beef bouillon cubes
1 medium onion, chopped
1 clove garlic, minced
1 bay leaf
1 tsp. sugar
1 tsp. salt
1/4 tsp. pepper

In a saucepan over medium heat, melt butter. Add garlic and onion, stir for two minutes. Add the rice and stir until lightly browned. Add remaining ingredients, bring to a boil. Reduce heat, cover, and simmer 15-20 minutes or until the rice has absorbed all the liquid and is tender. Remove bay leaf before serving.
